If you don't feel any necessity for QoS Packet Scheduler to be enabled and want it to be turned off for the extra bandwidth you can turn it off by following these steps:
Press Windows button+R on your keyboard then type gpedit.msc to open Group Policy Editor window
1. Click Local Computer Policy
2. Click Computer Configuration
3. Click Administrative Templates
4. Click Network
5. Click QOS Packet Scheduler
6. Click Limit Reservable Bandwidth
7. Choose Enable then replace the value on Bandwidth limit (%) from its original value to 0 (zero)
8. Click OK
Now you browse slightly faster bacause no bandwidth goes for Qos Packet Scheduler
